Duo Accused of Posing as EACC Officers to Defraud Victim Freed on Sh200,000 Bond
Two suspects, Anastacia Mueni Kavemba and Stephen Mulei Ngati, have been released on bond after being charged with allegedly obtaining money by falsely posing as officials from the Ethics and Anti-Corruption Commission (EACC).
According to the prosecution, on March 29, 2026, the duo conspired to defraud Hero Bwanamaka Said by presenting themselves as officers attached to the anti-graft agency.
The two appeared before Milimani Magistrate Joan Mati, where they both pleaded not guilty to the charges.
Through their lawyer, the accused persons sought lenient bail terms, arguing that they have strong ties to the community, fixed places of residence, and had fully cooperated with investigators.

The defence also raised concerns that they were not arraigned within the legally required timeframe following their arrest.
"Your honour,the accused persons have been in custody since their arrest on March 29, 2026 at 7pm,they were never produced before court yesterday as required by the law,"stated the counsel.
Anastacia Mueni was described as a businesswoman and mother of two children aged 12 and 9, with employees who depend on her for their livelihood.
Stephen Mulei, on the other hand, was presented as a businessman and the sole breadwinner of his family, which includes a nine-month-old baby.
The defence maintained that both accused are not flight risks and are willing to comply with court conditions. Family members present in court also expressed readiness to stand as contact persons.
The prosecution did not oppose their release on bail, noting that the accused persons’ mobile phones would be relied upon as key exhibits in the case.
The defence further requested to be supplied with witness statements and all documents the prosecution intends to rely on during trial.
The court released each accused on a cash bail of Sh100,000 with two contact persons, or an alternative bond of Sh200,000 with a surety.
“Each accused person is hereby released on a cash bail of Sh100,000 with two contact persons, or in the alternative a bond of Sh200,000 with a surety.”Residing magistrate Joan Mati ruled.
The case will be mentioned on April 21, 2026, for pre-trial, with the prosecution directed to supply all evidence ahead of the hearing.
